Hello everybody!

I wonder why some comments are included in xml or html formatting: I suppose some tool uses them, but I can't find which one...

Example of files containing these comments:
refpolicy/policy/modules/services/apache.te
refpolicy/policy/modules/services/apache.if
from:
http://ftp.de.debian.org/debian/pool/main/r/refpolicy/refpolicy_2.20110726.orig.tar.gz

Any ideas?
